Board of Education

The School District of Clayton Board of Education has seven members; two elected annually for three-year terms; and three elected every third year for three-year terms. School board elections are held each year in April.

To strengthen community engagement, the Board also appoints a student representative to advocate for student interests. This representative attends Board meetings, sits at the table, and actively shares input, asks questions and voices peer concerns.

The Clayton Board of Education usually meets twice per month. Unless otherwise noted, regular Board meetings are held on Wednesdays at 7 p.m. in the Board Room on the lower level of the Administrative Center, #2 Mark Twain Circle. Meeting dates, times and locations are subject to change.

Regular session meetings are open to the public. District residents and patrons are encouraged to attend. Please note that all board meetings can be viewed on our YouTube channel. Current agendas can be viewed on our Diligent/ Community page.

Agendas and Minutes

Agendas are developed to facilitate the work of the Board and to inform the public on what issues the Board will be discussing at meetings. Prior to each meeting, a tentative agenda is available on Diligent/ Community, the District’s e-governance website. Materials for meetings that are not working drafts or are non-confidential under the Sunshine Law will be available online via Diligent/ Community on the Monday prior to each meeting.

The official Minutes, highlights and recordings of the past Board meetings are available to the public online on Diligent/ Community once they are approved by the Board.

Closed Sessions (Executive Session)

The Board meets in closed sessions to discuss matters related to personnel, confidential student matters, legal issues, real estate or other items as designated by state statute. These sessions are usually held immediately before or after regular meetings. The bulk of issues that come before the Board are discussed in public session. The results of any action taken by the Board during a closed session may be made public with 72 hours of any vote.

Openness and Transparency in Government

Board and District business is conducted to adhere to the mandates and provisions of Missouri’s open meetings act, otherwise know as the Sunshine Law. Meetings, records, votes, actions and deliberations of the Board are open to the public, or available as a matter of public record, unless otherwise provided by law. Diligent/ Community is the School District of Clayton’s e-governance website. As part of the District’s ongoing commitment to open communication and a transparent school governance process, Diligent/ Community allows anyone visiting the e-governance site to review Board meeting agendas and associated supporting documents.

The site is updated after each Board meeting. Highlights and official minutes of the past meetings can be reviewed on the site. Diligent/ Community is also home to a searchable, online index of all District policies.

The Role of the Board

The Board of Education is composed of community volunteers elected to represent the School District of Clayton in the governance of its public schools. Board members serve the community by providing leadership, oversight and accountability for the District.

The Board’s primary responsibility is to hire and evaluate the superintendent. The Board establishes District policies and governance procedures, delegates daily operations to the superintendent, and adopts the annual budget necessary to carry out the District’s educational programs.

All Board actions are governed by state and federal laws and Missouri Department of Elementary and Secondary Education (DESE) guidelines.

Decision Making

A minimum of four Board members must be present to conduct official Board business. Prior to each meeting, Board members receive relevant background information on each agenda item. They may contact administration to clarify any item. The Board votes on each action item after Board discussion.

The superintendent is the chief executive officer of the District and is employed by the Board. The superintendent and, when appropriate, members of the administrative team, meet with the Board to make recommendations and answer questions.

Public Participation

The Board of Education welcomes comments from its community. A period for public comment is set aside at each regular Board of Education meeting. In accordance with Policy BDDH-1, the Board of Education has adopted the following protocols to ensure effective public comment at its meetings:

District residents wishing to speak must provide their name, address, email and topic either via a printed Speaker’s Card or a digital sign-up form available at the meeting.
Only individuals who submit a Speaker’s Card or digital form and are present at the meeting will be recognized for public comment. Speaker’s Cards must be turned in prior to the start of the meeting (preferably 10 minutes in advance).
Each speaker may be allotted up to three minutes to address the Board. At the discretion of the Board president prior to the beginning of the meeting, the time limit may be adjusted to accommodate the number of speakers.
Speakers may not address the Board concerning specific personnel issues at a meeting. A speaker will be immediately stopped if they speak about a personnel issue.

While the Board does not directly respond to a speaker during public comment, the Board will address speakers in the following manner:

The Board president may make clarifying remarks at the end of the public comment period to address any misstatements of fact.
The Board of Education may send a written follow-up to a speaker in response to their comments.
